KOKRAJHAR, Sept 23: Three influential Bodo organizations — All Bodo Students Union (ABSU), National Democratic Front of Bodoland (Progressive) and People’s Joint Action Committee for Bodoland Movement (PJACBM) organised a mass gathering at Kajalgaon in Chirang district on Sunday to put pressures on the centre for creation of separate Bodoland state under Article 2 and 3 of the constitution of India.

More than 10 thousand people from four districts of BTAD joined the mass gathering with banners, placards in their hands and shouting slogans like- ‘Divide Assam 50:50, No Bodoland No Rest, create Bodoland to gain healthy development’ etc.

The ABSU president Promod Boro, NDFB-P president Dhiren Boro, general secretary Gavinda Basumaytary, former Rajya Sabha MP UG Brahma, former Lok Sabha MP Sansuma Khunggur Bwiswmuthiary, PJACBM chief convenor Rakesh Boro, NDFB (R) general secretary B Anjalu took part in the mass gathering.

In his address, the ABSU president promod Boro said the government has been tactically delaying the solution to the Bodoland statehood. He slammed BJP-led NDA government at the Centre for not taking any initiative for holding tripartite talks with the pressure groups on the statehood issue.

He said that the pressures groups would continue their agitation till the statehood is achieved.

“The BJP has failed to fulfill its promises made before the 2014 Lok Sabha elections for creation of Bodoland state. “Four and half years have passed, there is no sign of statehood,” Boro said.

All Assam Bengali Federation adviser Sushil Das, All Assam Gorkha Sanmiloni vice president Madhab Chetry also attended the programme and extended their support to the Bodoland statehood movement.

DIPHU/ HAFLONG, Sept 21: Along with the rest of the country, the Pradhan Mantri Jan Arogya Yojana (PM-JAY)- Ayushman Bharat was also launched in Karbi Anglong and Dima Hasao Sunday.

The Karbi Anglong Autonomous Council (KAAC) executive member (EM) for health & family welfare, Khonsing Rongpi launched the scheme at a programme organised jointly by district health society and health & family welfare department at Circuit House here. MAC Ramsing Timung, Karbi Anglong deputy commissioner Mridul Kr. Mahanta and KAAC principal secretary Mahadananda Hazarika and joint director of health services Dr. Kareng Rongpipi were also present in the programme.

In his address, the EM urged the people to come forward to take the benefit from the centrally-sponsored scheme.

The scheme will be launched in all health centres of 26 Member of Autonomous Council (MAC) constituencies, the EM said.

A total of 90,639 individuals of the two hill district will get benefit from the scheme. Under the scheme, 61,634 cards will be distributed in Karbi Anglong and 29,005 card will be distributed in West Karbi Anglong district.

In Haflong, North Cachar Hills Autonomous Council (NCHAC) chief executive member Debolal Gorlosa launched the scheme in a function at at NL Daulagupu Indoor Stadium on Sunday. The executive member (EM) for health and family welfare Samuel Changsan was also present in the function.

In his address, the CEM Gorlosa said AB-PMJAY will relief the poorer section of the society from the burden of attending their medical needs.

Speaking on the occasion, EM Samuel Changsan said the scheme will cover 27 lakh families in the state based on the social economic and caste census (SECC) 2011.

Dima Hasao deputy commissioner Amitabh Rajkhowa also graced the occasion. The CEM also distributed cards to 15 families of the district in the function.

Four sent to jail in Karimganj moral policing case Sun, 23 Sep 2018 19:24:23 +0000 Karimganj, Sept 23 (PTI): Four people were arrested and sent to judicial custody on Sunday for their involvement in a case of moral policing in Karimganj district, where a woman was allegedly stripped and assaulted by villagers.

“We had picked up 19 people on suspicion. After interrogation, we have arrested four villagers. They were produced before a court on Sunday and sent to judicial custody,” Karimganj Superintendent of Police Gaurav Upadhyay told PTI.

The police has identified the remaining culprits who are at large, he added. “To nab the culprits, we are carrying out raids at different places. Our investigation is on. We want to send out a strong message that no such incidents will be tolerated in the society,” Upadhyay said.

The incident took place on September 10 in a very remote tribal village near Nagra outpost, under the jurisdiction of Bazaricherra police station, along the Assam-Mizoram border in Karimganj.

The incident came to light after the videos of the attack went viral on social media, following which police registered a case on September 21.

The victim did not approach the police but filed a case in the court of the Karimganj chief judicial magistrate on September 20.

Upadhyay had earlier said that the villagers, including women, had attacked her. The attackers allegedly stripped the woman and rubbed chilly powder on her private parts.

The SP had earlier said that the woman was allegedly involved in some anti-social activities and also sold illicit liquor.

“The villagers had warned her. Even police party had warned her earlier,” Upadhyay said. “We will be able to tell what led to the attack only after investigation is completed,” he said.

“Even if she was doing something illegal, no one has the right to take law into their hands,” Upadhyay added.

DIPHU, Sept 23: The muhorot of a Karbi feature film “Hai-i-mu” was held at Taralangso here Sunday. The film will be made by the cultural affairs department of Karbi Anglong Autonomous Council (KAAC) at an estimated cost of Rs. 16 lakh in a bid to preserve Karbi tradition and culture. The ceremony was attended by KAAC chairman Longki Timung.

The concept of the story is of former KAAC executive member (EM) Bidyasing Rongpi, who is also script writer. The film is directed by Babu Rongpi.

The story of the film is about a love ballad, where the heroine Hai-i-mu has to leave her husband Long Teron despite having a child as no formalities of marriage were completed and her parents were forced to marry her to another person.

The script writer Rongpi said, “The film will be shot in remote typical Karbi villages. The team will be in West Karbi Anglong to take shots from where the story evolved. There will be few song sequences, but music will be purely traditional.”

Malin Engtipi will play the role of Hai-i-mu, Birsing Bey as Long Teron and Dilip Bey as Bordili (Longdili). Bidyasing Rongpi, Samili Terangpi, Raju Rongphar and Maloti Rongpipi will play other roles.

Dima Hasao’s cleanest village facing water scarcity; Assam govt’s water supply scheme yet to cover Zion Village Sun, 23 Sep 2018 19:21:04 +0000 HT Correspondent

HAFLONG, Sept 22: Enchanted with natural beauty, Zion village, which has been adjudged as the cleanest village in Dima Hasao district under the Swachh Bharat Mission Gramin programme, is now facing severe water crisis.

The village is located around 5 km off Haflong  under Dollong MAC constituency. Inhabited by ‘Hrangkhol’ community, the village comprises of around 110 houses with more than 500 population.

At the state-level, Zion was ranked second cleanest village under the programme in 2017.

The ranking was announced during the 68th Republic Day celebrations at NL Daulagapu sports complex back in 2017. A cash prize of Rs 1 lakh was also hand over to chief of Zion village for maintaining cleanliness and Rs 2.5 lakh by the PHE department.

The village committee placed bamboo dustbin in every corner to avoid throwing of litters in open and every week the village committee organizes a drive to clean their villages where youth, children and adults from each house take part.

To create an awareness on cleanliness from tender age, a special awareness session on cleanliness is held every Sunday among children.

Set up in 1993, the village is now facing severe water crisis. There is no government water supply plant in the village. They have ring well but dry up during winter.

“We solely depend on rain water during monsoon. There is a water spring in bottom of our village. During winter we have to queue up in a line for water at around 3 am to fetch water as the population in our village is increasing day by day,” the village chief Vanlian Hrangkhol told this correspondent.

“Roads inside the village are also in deplorable condition but somehow we manage to repair it by collecting fund among villagers and using money which our village was awarded.” he added.

The village committee also placed dumping tanks in certain places with special design to burn the dry waste material that allow airflow for better combustion.

Speaking to this correspondent village chief Vanlian Hrangkhol said they always tried to keep the village clean as they believe that cleanliness is next to godliness.

“We are very happy that our village has been recognised as the cleanest village. Our village was establish back in the year 1983 with around 15 houses and was soon recognised by the government. The government had also implemented various developmental schemes like free toilets, electricity, gas, Awas Yojana to mention few.” said Hrangkhol.

APSC scam:Police on the trail of ‘Rs 1 crore’; DGP hints action against judicial officer, his wife Sun, 23 Sep 2018 19:18:23 +0000 HT Bureau

GUWAHATI, Sept 23: Assam Police director general Kuladhar Saikia on Sunday hinted at bringing a judicial officer and his wife under the ambit of investigation into the cash-for-job scam in Assam Public Service Commission (APSC) if sufficient evidences are found.

There are reports that a judicial officer and his wife hatched a conspiracy to disrupt the investigation of the case by granting bail to one of the accused officer. The judicial officer’s wife took brije to the tune of Rs 1 crore from a prime accused in which two lawyers were acting a linkmen.

The investigation officer and Dibrugarh additional superintendent of police Surjit Singh Panesar has mentioned in his chargesheet submitted in the court that two lawyers acting on behalf of the scam-accused hatched a plan to get favourable judgment and paid a cash amount of Rs 1 crore to the wife of a judicial officer for handling the case of several arrested ACS/ APS officer.

“The judicial in question and his wife would be brought under the ambit of investigation once evidences are found. The police have been scrutinising the documents as of now. The investigation is not finished yet. Only a part of the chargesheet has been filed,” Saikia told reporters on the sidelines of a Police day programme here Sunday.

The DGP also said the investigation process would continue.

“More names may be there and that will come to light as the investigation goes on,” the DGP further said.
Meanwhile, a senior police official informed this correspondent that the police are waiting for response of state home depart on the query on prosecution of the judicial officer.

“We have sent a letter to the government seeking permission for prosecution of the judicial officer. We are yet to receive the reply,” he said.

According to him the police have sufficient evidence to established the fact that Rs 1 crore has been paid to the wife of the judicial officer for ‘favourable bail orders’ for some accused.

In the chargesheet, it was stated that all such revelations have been made by investigating facts within the legally-permissible limits. Without naming the judicial officer, the investigation officer has made it clear that Rs 1 crore has been handed over to the wife of the judicial officer at Udalguri.

The chargesheet also said two accused Surajit Choudhury and lawyer Sailendra Kumar Sarma Baruah conspired and took money from the guardians of other arrested accused to bribe the judicial officer and thereby taking favourable bail orders of the arrested persons.

“The telephonic conversation between Surajit Choudhury and advocate Baruah regarding their plan of bribing the judicial officer has made the case crystal clear,” the report said.

The report further claims that ‘the intercepted voice files of arrested accused Choudhury and advocate Sarma Baruah have been taken from the SB Headquarters and sent to the Forensic Science Laboratory along with their voice samples for opinion…their voice samples matched with the legally intercepted voice of the arrested accused persons.

“In the voice samples it is clear that Surajit Choudhury has handed over Rs 1 crore to advocate Sailendra Kumar Sarma Baruah to be handed over to the judicial officer. And as per their conversation, the money was handed over at Udalguri in the hands of the wife of the particular judicial officer,” the report claimed.

BJP will seek to identify illegal immigrants if retains power in 2019: Shah Sun, 23 Sep 2018 19:15:39 +0000 NEW DELHI, Sept 23 (PTI): BJP chief Amit Shah Sunday said his party will seek to identify illegal immigrants living in the country if it comes to power after the Lok Sabha polls and alleged Congress president Rahul Gandhi and Delhi chief minister Arvind Kejriwal care for them for vote bank politics.

He said at a rally here that illegal infiltrators are also causing trouble in the national capital, and likened them to termites, action against whom should not worry any patriot. “After forming government in 2019, the BJP will undertake a nationwide identification of illegal infiltrators living in the country,” he said.

Shah said Gandhi and Kejriwal complain when action is taken against them and asserted the Bharatiya Janata Party will repeat its 2014 feat and win all seven Lok Sabha seats in the city.

Following the ongoing National Register of Citizens (NRC) process in Assam, there has been increasing demand from many BJP leaders that an exercise should be undertaken in the rest of the country to identify illegal immigrants.

“The illegal infiltrators are acting like termites in this country. They are also causing problems in Delhi. Action against them should not worry any patriot.

“But, whenever we take action Rahul Baba and Kejriwal start complaining. They care for illegal infiltrators because of vote bank politics,” Shah said at Purvanchal Mahakumbh organised by Delhi unit of the party at Ramleela Ground here.

The BJP chief asked Gandhi and Kejriwal to clear the stand of their respective parties on the issue of illegal immigrants living in the country.

Sharpening his attack on Kejriwal, Shah charged the AAP leader with “preventing” the development of Delhi in his three and a half years of rule. “Kejriwal’s only mantra is to tell lies, and talk forcefully and repeatedly,” Shah alleged.

He said the Centre had given Rs 50,000 crore to the Delhi government in past four and a half years years and alleged there was “anger” among people against AAP dispensation in the city.

Attacking efforts of opposition parties to forge a Mahagathbandhan against ruling National Democratic Alliance(NDA) led by the BJP, Shah said his party was ready to take the challenge.

“This Mahagathbandhan has no policy or leader. Rahul wants to lead the bandwagon but leaders like Sharad Pawar, Mamta Banerjee, Mayawati and Akhilesh Yadav are against it,” he claimed.

Lauding Purvanchali people for their contribution in the development of the country under the Modi government, the BJP chief said his party will not take rest till the eastern part of the country is as developed as the western part of it.

Accusing the Congress of doing “injustice” to the eastern region, including parts of UP, Bihar, Odisha and Jharkhand, Shah said the Modi government had released 13.80 lakh crore and ensured development through expressways, hospitals and industries in the area.

“I have come here to give you account of the work done by Modi government for Purvanchal. Development of the region is our priority,” he said.

Purvanchal Mahagathbandhan is first in the series of four mega rallies planned by Delhi BJP in Delhi in the run up to the Lok Sabha elections, said Delhi BJP chief Manoj Tiwari.

In his address, Tiwari also raised the issue of “illegal” Bangladeshis and Rohingyas in the national capital and charged Kejriwal government with “settling” them in the city for votes.

Several senior leaders, including Union minister Harsh Vardhan, BJP general secretary(organisation) Ram Lal, Shahnawaz Hussain, party MPs Meenakshi Lekhi, Udit Raj, Parvesh Verma, among others attended the rally.

Hizbul link spreads to Kheroni; Terror suspect held from Karbi Anglong, police hunt on for a religious preacher Sun, 23 Sep 2018 19:13:53 +0000 HT Bureau

GUWAHATI, Sept 23: Police have arrested a suspected Hizbul Mujahideen operative from Kheroni area in West Karbi Anglong on Saturday night. With this, the number of total Hizbul Mujahideen operatives arrested in the state has gone up to eight in the last one week.

A senior police official here said the police have arrested one Abhimanyu Chouhan from No 1 Mosoka under Kheroni Police Station on the basis of the inputs provided by the arrested terrorist Qamar-uz-Zaman that a top operative of the terror group had visited Assam in February last and held a meeting with Abhimanyu somewhere in Karbi Anglong.

According to the report, Chouhan hails from Lumding and he went to the house of a relative in Kheroni from where police picked him up on Saturday night.

Police are also looking for a religious preacher for his nexus with the terror operatives to expand their network to Assam and Northeast.

Earlier, police have arrested seven suspected terrorists, including Qamar-uz-Zaman’s elder brother Saiful Islam alias Liton from jamunamukh in Hojai district.

Qamar-uz-Zaman is the same person whose photograph was appeared in the social media with an AK-47 rifle as a Hizbul ultra.

The arrests have been made after Anti-Terrorist Squad (ATS)  of Uttar Pradesh Police arrested an Assam origin Zamana from Kanpur in Uttar Pradesh on September 13.

A day after Zaman’s arrest, the police have arrested four operatives from different locations of the state.

“We have so far arrested eight persons including Qamar-uz-Zaman’s childhood friend 39-year-old Shahnawaz Alam, his elder brother Saiful Islam,” a senior police official said.

The terrorist group also tried to set up base camps in Assam and Meghalaya besides procuring arms from Nagaland-based arms dealers, separatist groups, the police official said adding that a Jammu and Kashmir origin leader of Hizbul Mujahideen came to Assam few months back and held several meetings with some people and a religious preacher.

The Hizbul Mujahideen leader had visited several areas of Assam and Meghalaya, the police official said.

Police have also arrested three persons from Barpeta district on Saturday night for their alleged links with Zaman. They were identified as Nasir-uz-Zaman, Shahjahan Ali and Hemanta Deka.

As the police continued to bust Hizbul Mujahideen module in Hojai district, hundreds of Muslim community people on Saturday took out a protest rally against terrorism at Nilbagan area in the district.

The Muslim people shouted against the terrorism and urged all Muslim community people in the state to come out against the terrorism.

Kalpana Lajmi passes away, Bollywood remembers ‘fearless’ filmmaker Sun, 23 Sep 2018 19:11:21 +0000 MUMBAI, Sept 23 (PTI): Critically acclaimed filmmaker Kalpana Lajmi, who was suffering from kidney ailment, passed away early Sunday morning at a hospital here. She was 64.

Lajmi was the daughter of painter Lalita Lajmi and niece of legendary filmmaker Guru Dutt.

Her brother, Dev Lajmi confirmed the news of her death.

“She passed away at Kokilaben Dhirubhai Ambani hospital at 4.30 am. She was suffering from chronic kidney disease and liver failure. She was on dialysis. She has been in and out of the hospital for three years,” Dev told PTI.

Lajmi debuted as an assistant director under renowned film director Shyam Benegal, who was also her uncle. She went on to work as an assistant costume designer in Benegal’s “Bhumika: The Role” (1977), starring Smita Patil, Amol Palekar and Naseeruddin Shah, among others.

“She was a niece of mine. She was a very fine filmmaker. She went through a long period of illness, it is tragic. She was much young to go,” Benegal told PTI.

Lajmi made her directorial debut with the documentary, “D.G. Movie Pioneer” in 1978.

Known for making fiery films with women at the core of her stories, her filmography boasts of movies like “Ek Pal”, “Rudaali”, “Daman”, “Darmiyaan” and “Chingaari”(2006), her last directorial.

“Rudaali” (1993) featuring Dimple Kapadia in the lead was India’s official entry for Best Foreign Language film at the 66th Academy Awards. It also went on to win three National Film Awards, including Best Actress for Kapadia, Best Art Direction for Samir Chanda and Best Costume Design for Simple Kapadia.

Soni Razdan, a close friend of the director, said it is a heartbreaking news. “She has been suffering for a long time. But she fought very hard. Unfortunately her body couldn’t handle it. I did speak to her last Sunday and we weresupposed to meet on Wednesday, but she was readmitted to the ICU,” Razdan told PTI.

Earlier Sunday, the actor tweeted, “Our dear beloved friend Kalpana Lajmi has gone to a better place. RIP my darling Kalpan. I shall miss you so terribly.”

The director, who was going through a financial crisis, was supported by several celebrities from the film industry in her final days, including Razdan, Alia Bhatt, Aamir Khan, Salman Khan, Karan Johar and Neena Gupta.

Razdan said the director-writer had penned a book, “Bhupen Hazarika – As I Knew Him” on the veteran singer and her long-time companion, which she was planning to adapt on big screen.

“Chingaari”, starring Sushimita Sen, was also based on Hazarika’s novel “The Prostitute and the Postman”.

The mortal remains of Lajmi were cremated in the presence of family, friends and loved ones. Her younger brother, Dev Lajmi performed the last rites at Oshiwara Crematorium amidst a gathering of close friends and family members, including mother Lalita Lajmi.

From the Hindi film industry, actors Shabana Azmi, Soni Razdan and director Shyam Benegal, who is also Lajmi’s uncle, paid their last respects to the filmmaker.

Razdan, who was among the first ones to arrive, got emotional when the pyre was lit.

A wreath was sent by Assam chief minister Sarbananda Sonowal to pay respects to Lajmi.

President condoles death

President Ram Nath Kovind condoled the death of critically-acclaimed writer-director Kalpana Lajmi.

In his condolence message to her family and friends on Twitter, Kovind lauded Lajmi for her “rare sensitivity” in depicting “strong and resilient women” on screen. He also praised her for presenting picturesque Assam on the celluloid.

“Sorry to hear of the passing of Kalpana Lajmi, a film-maker of rare sensitivity. The repertoire of her work, from depicting strong and resilient women to cinematic renditions of Assamese life, was remarkable.

“Condolences to her family and well-wishers #PresidentKovind,” the post from official Twitter account of Rashtrapati Bhavan said.

 Mukhi, Sonowal condole Lajmi’s death

Assam governor Jagdish Mukhi condoled the death of Lajmi and said that a film maker per excellence her death is an irreparable loss to the world of cinema.

Mukhi also said her cinematic ventures like Ek Pal, Rudaali, Darmiyaan gave s glimpse of her cinematic acumen. Her works will definitely be a source of inspiration for the coming generation. He also prayed to the Almighty for eternal peace of the departed soul.

Assam chief minister Sarbandna Sonowal expressed condoled the deathj of the eminent film maker and said said, “During her life time Laajmi produced several epoch making women oriented films and enriched the Bollywood film industry”.

“A strong and energetic voice her untimely death will definitely create a void in the film industry which will be difficult to be filled. Her movies like Ek Pal, Rudaali and Darmiyaan created greater impact which far exceeded the credited she was awarded with,” sonowal said in the message.

“Lajmi has had inseparable connection with the cultural life of the state. She along with Dr. Bhupen Hazarika produced several timeless creations which enriched the celluloid world of the country,” he also said.

The chief  minister also prayed to the Almighty for eternal peace of the departed soul.

Joint resident commissioner, Assam Bhavan, Mumbai Debashish Sarma offered floral tributes to the mortal remains of Lajmi on behalf of the chief minister.

Sonowal launches PMJAY- Ayushman Bharat in Assam; Assam govt will aim at touching 1.40 crore lives under PMJAY: Himanta Sun, 23 Sep 2018 19:09:23 +0000 HT Bureau

GUWAHATI, Sept 23: Assam chief minister Sarbananda Sonowal on Sunday said the Pradhan Mantri Jan Arogya Yojana (PMJAY) will benefit approximately 27 lakh poor and vulnerable families which will bring in paradigm shift in the health care system in the state.

Sonowal rolled out Ayushman Bharat-National Health Protection Mission at a programme at Khanapra Veterinary Playground here Sunday consequent upon Prime Minister Narendra Modi’s launch of the world’s largest government funded health care programme, Ayushman Bharat-PMJAY in Jharkhand.

The programme aims to make healthcare accessible and affordable, by providing a coverage of Rs. 5 lakh to 10 crore economically backward families. Nearly 31 states and Union Territories will implement the programme to enable 50 crore Indians reap dividends from the scheme.

The ambitious scheme, named the Pradhan Mantri Jan Arogya Abhiyan, targets economically backward families from both rural and urban India. Eligible people can avail the benefits in government and listed private hospitals. The beneficiaries are identified based on four “deprivation categories”. There is no cap on family size and age in the scheme, ensuring that nobody is left out. In case of hospitalisation, members of the beneficiary families do not need to pay anything under the scheme, provided one goes to a government or an empanelled private hospital.

“We are committed to building a healthy and fit state and Ayushman Bharat conceptualized under the leadership of Prime Minister Narendra Modi,” sonowal said addressing the programme, He, however, said that awareness needs to be generated throughout the state, for all the targeted individuals to reap benefits from the programme.

Sonowal also said that the scheme has the potential to target even the poorest of the poor as henceforth these vulnerable sections of the society need not to worry about the out of pocket expenditure for any health related issues.

The chief minister said that the scheme will ensure access to advanced and affordable health care delivery system to the poor.

In his address, health minister Himanta Biswa Sarma said that through Ayushman Bharat-PMJAY, the state government would aim at touching the lives of 1.40 crore individuals of the state.

He also said that under the scheme the government has decided to distribute laminated card to every family from November 24 and the process will end on October 10.

“Under the scheme 1,350 procedures and 1,394 medical and surgical packages will be covered and treatment can be done in all medical colleges and empanelled nursing homes. Moreover, from November 1 all district hospitals will be brought under the purview of the scheme,” Sarma also said.

It may be noted that Prime Minister Narendra Modi dedicated the scheme to the service of the people from Jharkhand capital Ranchi who termed the scheme as a bid to empower the economically backward sections of the society.

Under the scheme, Pradhan Mantri Ayushman Mitra will be pressed into service who will be the primary contact for the beneficiaries at every empanelled hospital. The beneficiaries have been drawn based on the data of the Socio-Economic and Caste Census of 2011.

Sonowal also distributed cards to few beneficiaries at the programme.

Union minster of state for railways Rajen Gohain, MP Bijoya Chakraborty, hill areas development minister Sum Ronghang, minister of state for health Pijush Hazarika, chief secretary Alok Kumar and several other dignitaries were present on the occasion.
