10 years on, Nagaland yet to complete High Court building

Dimapur, Sept 13: Nagaland Tribes Council (NTC) has expressed utter dismay over the delay in completing the construction of the new High Court complex at Meriema even though the foundation stone for the same was laid way back in 2007 by then Chief Justice of Gauhati High Court Brijesh Kumar.

Till date, however, the building for the High Court has not been completed, but also the amount withdrawn for its construction has exceeded the original estimate by Rs 9.63 crore.

Planned at the same time, states of Manipur, Meghalaya and Tripura have established High Courts and made them functional since 2013. Nagaland state continues to lag even on this count.

The NTC informed that after it filed an RTI to find out more about the project but remained ‘perplexed’ at this state of affairs.

Urging the Nagaland Government to take a call to achieve the long awaited objective of justice, the NTC, in a release on Wednesday, maintained that they are raising the issue as the state is deprived of a separate High Court denying the rightful citizens of their benefits and facilities due to irresponsible behaviour of the people in authority.

As per RTI response, the NTC said, out of the estimated amount of Rs 43 core, the Department of Law and Justice had drawn Rs 41.62 crores during 2009-2014 (5 years period) and for the period from 2015 to 2017 an amount of Rs 11.25 crore was drawn against the project.

With 18 drawals from 2009 to March 2017, the NTC said that the amount summed up to the tune of Rs 52.63 crore as against the original estimate of Rs 43 crore. It expressed surprise that even after incurring such a huge amount, only 35% work was achieved on the ground. Beside, the Department of Law and Justice had also resorted to availing loan from HUDCO for the same project, it stated.

The council further said it was perplexed to observe that the legal fraternity chose to remain mute over such questionable developments.
