Assam finally gets new land policy

GUWAHATI, Nov 21: Assam chief minister Sarbananda Sonowal has released the new Land Policy 2019 prepared by revenue and disaster management department at Janata Bhawan here Thursday.

The land policy was approved by state cabinet on October 21 and it has been prepared by the revenue and disaster management department after 30 years. It was last prepared in 1989.

On the other hand, Sonowal also released the Hand Book of Circulars, Volume-V containing the government circulars, office memorandum etc. issued by the revenue and disaster management department from May 1, 2007 to August 30, 2019.

Under the new land policy of Assam, three bighas of agricultural land will be allotted to landless indigenous families.

Speaking on the occasion, the chief minister said that the state government has been putting a lot of emphasis in preparing the land policy to safeguard the interest of the indigenous people and the policy would remove complications regarding land allotments and settlements.

He also directed the revenue and disaster management department to make the Hand Book available to all levels of officials of the department.

The draft ‘Land Policy-2019’ was prepared by officials of the Revenue and Disaster Management department in consultation with senior officials of that department and the Chief Minister’s Office. The draft report is based on the recommendations of the ‘Committee for Protection of Land Rights of the Indigenous People of Assam’ headed by former Chief Election Commissioner Hari Shankar Brahma, the ‘Land Policy of 1989’ and the draft ‘Land Policy of 2016’.

The Brahma Committee was constituted on February 6, 2017, by an order issued by the Governor of Assam. The Committee submitted the report to the State Government on January 18, 2018.

Minister of state of revenue and disaster management Bhabesh Kalita, legal adviser to the chief minister Shantanu Bharali, additional chief secretary of the revenue and disaster management department Kumar Sanjay Krishna were also present in the meeting.
