Itanagar, Sept 24: The 8th Highway Monitoring Committee (HMC) meeting including review of flagship programme of Prime Minister and Chief Minister package ongoing NH construction was held here at golden jubilee banquet hall which discussed various issue related to the Trans Arunachal Highway and other highway construction in Arunachal Pradesh on Sunday.
Addressing the meeting I/C Chief Secretary Ashis Kundra said that all issues related to construction of Highway in different parts of state, few issues like royalty, environment clearance, update execution status, fund release and disbursement of compensation and court cases. And few issue of power transmission and PHE were also discussed.
He said that review was also made on follow up action of the minutes of 7th Highway monitoring committee held on April 8 at same venue.
He further directed all officers to take up all flagship programme and requested the Deputy Commissioners to discuses and initiate all at district level committee for its implementation and execution.
He also directed the capital district administration and PHE & Power department officials to immediately take up the utility shifting issue from four lane highway construction in capital complex.
Commissioner PWD Belati Pertin said that district administration is well enough to take all short of issue in the district if there is some problems even which is not resolved and requested all to contact and liaise with the state government. He said that the work in any case should not be allowed to stop. He assured his full cooperation of state government.
He said that because of incessant rain huge destruction of road have been reported and department have been committed to restore and so far we have submitted estimate of 129 crore but not received the fund which have been made expenditure and wish that the MORT may keep a fund in form of Corpus fund for such eventuality.
Chief Engineer (Highway) Toli Basar said that several direction have been issued from time to time. Most of the projects are under execution, few are yet to start as the official and other formalities are underway. Some project have been dragged to court of law for various reason but we want road connectivity and always with touch with the administration for redressal of all short of issue in all such road which have been dragged to court.
It is mention that a total of road under Trans Arunachal Highway is 2642 in a total of 72 package in which PWD have to execute 465 kilometre of road, NHIDCL-870, Border Road Organisation-597, Ministry of Road Transport & Highway-710 but the speed of construction is so slow that so far only 696 Kilometre have been completed.
Few project of which forest clearance have not done are Akajan-Bame, Joram-Koloriang, Nichpu-Hoj etc are under active consideration and would be done shortly.
Deputy Commissioners of Papum Pare, Kurung Kumey, Longding, Upper Subansiri, Chief Engineer from Arunank, Bartak, Udayak, Brahamank, PWD(CZ), RWD (EZ), LRSO of various districts, HODS of various department, official of Regional office of MORTH from Guwahati, Tezpur, officials of NHIDCL, Environment & Forest, Highway and PWD, BSNL, Police, Power, PHE and executing agency of the highway were present during the day long discussion.
