HAFLONG, Feb 13: Debolal Gorlosa formally assumed his office continuing his term as a chief executive member (CEM) for the 12th North Cachar Hills Autonomous Council (NCHAC) on Wednesday.
Governor Jagdish Mukhi has notified the appointment of Gorlosa as the CEM vide notification No HAD.166/2013/56 on Tuesday. With this appointment, the formation of NCHAC began on Wednesday. Gorlosa will choose the executive members (EM) of the executive committee (EC) of the council soon, party sources here said.
However, the appointment of Gorlosa as CEM triggered sharp reaction from Samarjit Haflongbar, president of Dima Hasao unit of National People’s Party (NPP).
“This is for the first time since inception of the North Cachar Hills District Council under the provision of Sixth Schedule to the Constitution of India that the Governor has directly appointed an MAC as the CEM of the council under the Rule “20” of the Assam Autonomous Districts (Constitution of District Councils) Rules, 1951, (As Amended),” Haflongbar, who is also former CEM of NCHAC and a former MLA, said in a statement here on Wednesday.
“Such type of simple appointment order issued for the post of chief executive member, is to be considered as disrespect & dishonoured towards the concept and power of Sixth Schedule Constitution. On the other hand, it may decline the Autonomy of the people of Sixth Schedule areas and whole power of the council will be in the hands of Dispur & Raj Bhavan,” Haflongbar said.
“According to the Rule 20(1) if not amended – The chief executive member shall be elected by the District Council and other members shall be appointed by the Governor on the advice of the chief executive member from amongst the members of the District Council,” Haflongbar said quoting the rule of District Council formation.
“Provided that the chairman and deputy chairman of the District Council shall not be eligible to hold office either as chief executive member or member of the executive Committee of the district council. Rule 20(2) — The election of the chief executive member shall be conducted according to the procedure provided for the election of the deputy chairman in rule 10,” he added.
On the other hand, Gorlosa addressed a press conference hours after he assumed charges where he said, “There are many works that are to be done for this district. The road connectivity will be of top priority, because good roads will bring with it a lot of development and prosperity.”
Gorlosa expressed gratitude to chief minister Sarbananda Sonowal and finance minister Himanta Biswa Sarma for the allocation of state budget for Dima Hasao for 2019-20, he will take all initiatives for over all development of the hill district.
He said the problem of water crisis faced by dwellers of Haflong town will be solved permanently.
The long pending need of school teachers’ quarters will be built in many interior villages to encourage teachers’ attendance in posting areas. It may be noted that absence of proper amenities including lack of residential facility in interior villages has been a major problem for the teachers on duty in those localities.
Gorlosa is confident that with his team of members in the council he will surely bring a lot of changes for good within his term as CEM.
