Stormy start to summer session of Assam Assembly

GUWAHATI, July 26: Opposition MLAs of Congress and All India United Democratic Front (AIUDF) walked out of the Assam Assembly on the first day of the summer session on Friday after the speaker rejected an adjournment notice seeking discussion on the flood situation in the state.

The devastating floods have inundated more than 2,000 villages of 30 districts of the state apart from damaging public property, including roads and bridges, embankments and other infrastructures.

As soon as the House assembled, Congress leader Debabrata Saikia, supported by the AIUDF, moved an adjournment motion, which was rejected by Speaker Hitendra Nath Goswami on the ground that it was not raised “as per the rules of the Assembly”.

Goswami said that discussion would be held on the flood situation but the Question Hour session could not be cancelled.

At this the Opposition MLAs created ruckus in the assembly and also displayed placards in front of the Speaker’s seat.

Despite noisy scene, the Speaker did not cancel the Question Hour and after that the Congress and AIUDF staged walkout.

“We want to discuss the flood situation of the state in the House adjourning all the business of the House. It is an important issue. More than 57 lakh people of 30 districts have been affected by the recent wave of flood,” Saikia told reporters later.

“The state government has failed to deal with the situation. They have failed to provide adequate relief materials to the affected people,” he said.

“There are contradictory reports on the funds for flood control in the state. But in reality, the government has failed to utilise the funds meant for flood management schemes, including construction of embankments and dams in the last year. The people have to bear the brunt of the situation due to this,” Saikia further said.
