Irregularities in implementation of AIBP scheme
DIPHU, Nov 18: Karbi Anglong Women Justice Forum (KAWJF) has served a three-day ultimatum on Executive Member (EM) of Karbi Anglong Autonomous Council (KAAC) Amarsing Tisso to produce the copy of the clean chit given by Gauhati High Court that there is no corruption in implementation of Centrally-sponsored Accelerated Irrigation Benefits Programme (AIBP) during 2013-14 and 2014-15 fiscal years.
Replying to a question from MAC Dorsing Ronghang during KAAC session on November 5, EM Tisso informed that Gauhati High Court had given a clean chit that there is no financial irregularities in execution of AIBP in Karbi Anglong.
MAC Dorsing Ronghang wanted a reply from the EM regarding alleged siphoning of funds to the tune of several crores of rupees in implementation of 124 AIBP schemes during the 2013-14 and 2014-15 financial years.
“One Deep Kalita, secretary of District Social Welfare Committee of Howraghat had filed a PIL in Gauhati High Court alleging misuse of Rs 717 crore by irrigation department against 60 AIBP schemes. While another person Rajbir Singh had filed an FIR on 3/6/2011 with Borlangpher Police Station against the financial irregularities of Langsoli-et. But on July 19, 2019 the Gauhati high court has given a clean chit that there is no financial irregularities involved in the execution of irrigation schemes,” Tisso said in the house.
Addressing a press conference here on Monday KAWJF president Beaulet Beypi asked EM Tisso to show them the clean chit certificate given by the court within three days.
“Between 2013-14 and 2014-15 financial years, the irrigation department has taken up a total of 124 AIBP schemes in Karbi Anglong and West Karbi Anglong. But in reality many schemes do not exist, while several others were half done,” Beypi said.
Of the schemes which do not exist are Rui Adong Irrigation Scheme, Dolong Adong Irrigation Scheme and Pharkong Langso Irrigation Scheme. We have gone to the sites, but such schemes do not exist. We have taken the help of local villagers and village headmen to show us the schemes, but they said there is no such irrigation scheme in their village,” Beypi further said.
She also alleged misuse of funds in all 30 departments under the administrative control of KAAC.
“We are giving EM Tisso a three day time to come up with the clean chit certificate given by Gauhati High Court and make it public. If he fails we have to say that he is also one of the persons involved in corruption. If Tisso fails to come up with the certified copy of the Gauhati High Court, we will take up our next course action to expose the corrupt practices of the KAAC,” Beypi added.
